Strategic Monitoring, Evaluation and Learning Adviser

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.
The Ministry of Health and Medical Services (MHMS) in Fiji is finalising the development of its Strategic Plan for 2020 – 2025. The Facility Health Program is looking for an experienced adviser to support the MHMS to implement that new Strategic Plan across the Ministry with a particular emphasis on the monitoring, evaluation and learning (MEL) components and how they fit within the broader organisation. The adviser will also manage MEL for the Facility Health Program, which will require an update on the back of the MHMS’s new Strategic Plan so it is aligned with MHMS’ framework.
Alongside technical advice for the finalisation of the MHMS’s Strategic Plan (and associated MHMS and Facility MEL frameworks), there is as much, if not more emphasis on the ‘soft’ elements in helping develop a reflective culture in MHMS and the Facility in which information is used to inform ongoing strategies, tactics and program improvements.
The ideal candidate will be tertiary qualified in monitoring and evaluation or a related field, with experience in organisational development and design. You will demonstrate practical experience in facilitating and developing MEL frameworks, governance structures and learning cultures associated with the strategic plans of Ministries or large organisations at a national or district level on a similar scale to the Health Sector in Fiji.
Strong interpersonal skills and a high degree of versatility and adaptability are required for this role as well as the ability to build the capacity of local staff and partner organisations. You will need to work effectively with the wider Health Program team and broader Facility.
