Senior Health Financing & Family Planning Specialist

We are an emerging health systems development organization that is currently in a major growth phase. We are looking for a senior analyst to contribute to a new, four-year project that will design domestic health financing arrangements that expand access to and uptake of family planning in low- and middle-income countries.
The successful candidate will have hands-on design and implementation experience in multiple countries analyzing, supporting, and/or managing family planning efforts. In addition, this work will focus on areas such as health financing policy and strategy, health purchasing mechanisms, costing, budgeting, and priority setting. The ideal candidate will also have previous experience living and/or working in countries like Indonesia, India, the Philippines, Kenya, Nigeria, or Uganda.
The Senior Analyst will report to the Project Director and support this person to manage a project team of at least six people, as well as engage directly with the funder and with key stakeholders.

Reports to: Project Director
1 Provide technical leadership for a four-year health financing/family planning program by working with both home office and field-based staff.
2 Provide ‘hands on’ technical leadership to the team in the following areas: blended financing (supply and demand side) for family planning, benefits package development, and costing of family planning services;
3 Drive the family planning design and delivery, including options regarding method mix, service delivery modalities, addressing the needs of adolescents, and linkages with government purchasers;
4 Contribute to the development of in-country projects in 1-2 countries that demonstrate how to leverage domestic financing to expand access to family planning;
5 Collaborate with the health financing team to undertake relevant demand-driven efforts to leverage domestic financing for family planning, including costing exercises, priority setting, fiscal space analysis, or budget analysis;
6 Support the integration of priority countries into a lateral learning network, building off existing platforms that have proven to be successful;
7 Support relationships with the funding organization and with other key funding entities;
8 Provide technical support for proposal development processes, and act as a thought leader within ThinkWell;
9 The incumbent will be expected to travel at least 30% of his/her time.
1 Master’s degree or higher in International health, Public health or other related field;
2 A minimum of 10 years of relevant senior experience in family planning programs with at least 5 years of relevant field experience in one or more of the countries indicated in the overview;
3 Demonstrated understanding of health financing;
4 Experience with high-profile health system engagements;
5 Experience working with ministries of health, finance, and/or social welfare;
6 Good understanding of the donor landscape (USAID, CDC, GIZ, DfID, AFD, WB);
7 Fluent command of English; working proficiency in one other language preferable;
8 Willingness to travel essential, including to low-income countries.
