The Program

The Australia Awards and Alumni Engagement Program Philippines (AAAEP-P) supports the Philippines to progress its development goals and have positive relationships with Australia that advance mutual interests through a mix of long-term scholarships, short courses, Fellowships and other forms of training for current and emerging leaders and influencers, alongside strategic engagement with alumni.

Coffey, through AAAEP-P is now seeking applications for a Monitoring, Evaluation and Learning, Quality and Innovation (MELQI) Specialist to join this significant and high performing program.

The Position

Under the guidance of the Team Leader, the Monitoring, Evaluation, Learning, Quality & Innovation (MELQI) Adviser has overall responsibility for the development and implementation of the Program’s Monitoring, Evaluation and Learning (MEL) framework (incorporating risk management) and work plan across the Australia Awards cycle (including In-Country Scholarships) in Philippines, embedding it in all Program activities in a manner consistent with the Australia Awards Global M&E Framework.

The Person

You will have tertiary qualifications in a relevant discipline, and, ideally, demonstrate at least ten years’ experience at a senior level in MEL, quality assurance, policy advising, risk mitigation, research and/or program design.  

Coupled with your extensive knowledge of the Government of the Philippines (GoP) bureaucratic reform process, 5-year development objectives and Human Resource Development (HRD) approaches, you will demonstrate sound knowledge of the Government of Australia, its structure of ministries and departments, and how it is represented through the Australia Embassy in Manila.

Together with a strong capacity to produce coherent DFAT standard reporting, facilitate learning events and your quantitative and qualitative research skills, you will demonstrate extensive experience developing and implementing large-scale, complex monitoring, evaluation and learning systems.

You will demonstrate the ability to effectively self-manage your priorities and deadlines while working effectively with senior management and implementing teams to deliver results. The ability to think strategically and manage change at an individual and organisational level within in a large project is essential.

A sound understanding of the development context and constraints in the Philippine and a demonstrated understanding of aid effectiveness principles, cross cutting developmental issues and their applications will ensure success in this position.

Previous experience in the education sector, or large program within South East Asia or a developing country is desirable.
