Monitoring, Evaluation and Learning Senior Adviser

  • Opportunity for an experienced Monitoring, Evaluation and Learning (MEL) professional to provide strategic guidance and leadership in MEL across a multi-sectoral development facility
  • Full time contract up to until January 2022
  • Based in Suva, Fiji. Some travel within Fiji and Tuvalu will be required

The Program

The Australian Government has established the Fiji Program Support Facility (the Facility) to support and implement Australia’s aid programs in sectors including health, education, Australia Awards and governance in Fiji.  The Facility also supports the Australia Awards and education programs in Tuvalu.  The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs.

The company managing the Facility on behalf of the Australian Government, Coffey International Development is currently seeking applications for the key position of MEL Senior Adviser to provide strategic guidance and leadership in the MEL function.

 The Position

The MEL Senior Adviser is responsible for providing strategic and technical support to the implementation of the Facility’s MEL system across its programs and cross-cutting themes, as well as measuring the efficiency and value of the Facility model.  This includes the strategic application of MEL best practice, supporting program teams to implement the Facility’s MEL plan and building capacity within the office and partner organisations. 

This position will work collaboratively with all stakeholders to build understanding of the MEL approach and will work to ensure all Facility MEL requirements are applied consistently across the Facility.

The Person

The ideal candidate will be tertiary qualified in monitoring and evaluation and will demonstrate considerable practical experience in implementing monitoring and evaluation systems for large, complex programs and/or delivery methods such as Facilities. Candidates will need excellent skills in undertaking analysis and preparing outcome-based reports for clients and stakeholders. Strong interpersonal skills and a high degree of versatility and adaptability are required for this role as well as the ability to building the capacity of local staff and partner organisations. A familiarity with the database information systems (such as SmartyGrants) would be advantageous.
