The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.
Australia is supporting Fiji’s health sector to respond to the health challenges they face through the Facility’s Health Program (the Health Program). The Health Program’s high-level objectives focus on:
- Better curative and preventative health services (e.g. service quality, Non-communicable Diseases (NCDs), communicable diseases and maternal & new-born services), and
- Strengthening health systems (e.g. planning, finance, workforce and information).
The Health Program’s support includes roughly AUD20m over 5 years (~$4m per annum) through a mix of: a) advisers to the MHMS to help enhance or develop initiatives, systems and processes; b) the purchase of equipment and key supplies; c) training support; d) MHMS led initiatives and innovations; and, e) CSO Grants.
The Health Program is designed to support the Ministry of Health and Medical Services (MHMS) achieve the goals and objectives in its Strategic Plan and Annual Operational Plans. As such, the Program supports targeted components of those respective plans to assist the MHMS in their goals which is agreed and articulated in Annual Work Plans, together with emerging needs.
The current public health emergency brought about by the COVID 19 epidemic have highlighted major challenges and gaps in the ability of the MHMS to effectively respond to laboratory testing and disease surveillance. With the recent deployment of GeneXpert technology to the three divisional hospitals, the MHMS would need additional laboratory technicians to conduct testing in those three locations. This will complement the current RT-PCR testing being done at the Fiji Centre for Disease Control (Fiji CDC) National Public Health Laboratory (NPHL).
These positions will support the implementation of COVID-19 laboratory operations, performing maintenance functions and completing technical laboratory testing and procedures for effective COVID-19 interventions. Under this assignment, the six laboratory technicians are responsible for conducting GeneXpert testing at the three divisional hospitals in the country to complement the RT-PCR testing being done at the Fiji CDC.
These officers will work alongside other team members in each of the divisional hospital laboratories and will coordinate all aspects of COVID-19 testing and maintain timely and accurate communications within the hospital and with the NPHL. At other times when testing volumes for covid19 at these divisional hospitals are relatively low, they will provide support to other tasks required in the divisional hospital laboratories or to the NPHL or TB laboratory in Tamavua. The officers are also required to assist clinical laboratories by performing any other duties assigned by the unit head in completing the day’s work.
The ideal candidate will have knowledge of general safety within the laboratory and compliance and clear understanding of laboratory’s biosafety policies and procedures. Successful candidate will have excellent understanding and knowledge of Laboratory Quality Management Systems and its important in clinical laboratory setting. We seek highly motivated individuals with strong analytical skills with proven ability to work as a team and contribute within a high performing team environment.
