Institutional Capacity Building Specialist, Pacific Island Climate Change Evaluations, Pacific Island Countries

Project Objective:   

The purpose of this assignment is to conduct a final performance evaluation of the USAID Institutional Strengthening in Pacific Island Countries to Adapt to Climate Change (ISACC) Activity and the USAID Pacific Climate Ready Activity (USAID Ready) in four target countries where the Activities operated, namely Fiji, Samoa, Federated States of Micronesia (FSM) and Kiribati.  While the USAID Ready and ISACC Activities were both designed to provide needed capacity to Pacific Island countries to access climate finance, ISACC was implemented by a key regional organization and allowed USAID to work directly with Pacific regional organizations to increase the capacity of national institutions whereas USAID Ready has a broader scope, consisting of three main components focusing on strengthening policy and institutional arrangements within host country governments, increasing access to international financing, and strengthening both government and private sector project implementation capacity. The final performance evaluation of both USAID Activities will answer five evaluation questions based on a qualitative investigation of the results and operations of the Activities in the four countries. The results of the evaluation will be utilized to inform future USAID programming or follow-on designs. 

Position Description:  

SI is seeking an individual to fulfill the role of the Institutional Capacity Building Specialist for this Pacific Islands Climate Finance and Capacity Building Evaluation. The Institutional Capacity Building Specialist will carry out a desk review, assist with deliverables, and attend all briefings and presentations to the client. In addition, the Institutional Capacity Building Specialist will assist with data collection and compilation, contribute to data analysis, provide relevant technical inputs, and support the Team Lead and the other research team members in the drafting and production of all client deliverables. The evaluation will begin in June 2021 and is projected to last until November 2021.  Considering the current public health environment, it is envisioned that the Institutional Capacity Building Specialist will support the Team Lead and the research team remotely with data collection being conducted by local team members in August or September depending on the results of the desk review and feedback received from USAID on the evaluation design.  


  • Assist with a desk review of documents relevant to USAID, the implementing partners for the ISACC and Ready activities, and other stakeholders as appropriate. 

  • Provide technical inputs for the evaluation design and data collection instruments related to climate finance and address any USAID comments or feedback as appropriate. 

  • Conduct interviews with stakeholders in Pacific Island countries as applicable.  

  • Support the development of  project deliverables, including the work plan and evaluation design, data collection tools, initial and process briefings, the final report, and any applicable presentations or briefing materials.  

  • Assist with presentation of findings and associated results to key stakeholders.   

  • Work closely with SI HQ team and communicate in a timely and effective manner with all project personnel.  


  • Minimum of a bachelor’s degree in a field of study relevant to institutional capacity building (e.g., organizational development, etc.) and/or climate change (e.g., natural resource management, environment and climate change, etc.). 

  • At least ten years of related experience in international development, particularly related to institutional development and organizational capacity building. 

  • Experience developing methodological tools and instruments for evaluations such as interview protocols or questionnaires, data processing sheets, etc. 

  • Recent experience in and background knowledge of Pacific Island Countries would be considered a significant asset.   

  • Understanding of the challenges facing the Pacific Island countries with respect to climate adaptation and management.   

  • Strong oral communication, presentation, and writing skills.   

  • Exceptional organizational, analytical, writing, and presentation skills.   

  • Fluency in English required.
