Human Resource Management (HRM) Implementation Adviser

The Australian Government has established the Fiji Program Support Facility (the Facility) to implement its education, health and scholarship aid programs in Fiji and its scholarship program in Tuvalu. The Facility will also support the delivery of Australia’s emergency response efforts following natural disasters, and governance sector support when requested by the Fiji Government.
The company managing the Facility on behalf of the Australian Government, Coffey, is recruiting the position of HRM Implementation Adviser. The Adviser will report to the Permanent Secretary of the Ministry of Education, Heritage and Arts (MEHA) and will work closely with the Head of Human Resource (HR), MEHA.
The Adviser will support the Permanent Secretary, Head of HR and HR staff to upgrade HR practice to improve service delivery and workforce management, fully embed civil service reforms and support modernisation through HR. The Adviser will also guide the work of the Business Process Specialists working at MEHA to implement a programme of HR business process improvement, and advise and support MEHA in addressing change management and HR issues which affect the ability of the HR Department to deliver effective client service.
The ideal candidate will have university qualifications in HRM combined with significant senior level experience across all HRM functions, preferably in the Education sector in a complex, large organisation with staff spread across a broad geographical area. The candidate will need to have significant experience in change management, including advising senior management on risks and implementation requirements for major change; and experience leading and motivating others to ensure accurate and timely delivery of services to staff. Excellent communication skills, sound judgement and ability to analyse evidence, and the ability to quickly build and maintain strong relationships with people from various backgrounds are also required to be successful in this role.
