The Tender Opportunity  

Tetra Tech International Development is currently developing a proposal for the upcoming Pacific Women Lead Enabling Services (PWLES) opportunity and are seeking a Team Leader to join our submission.

The Pacific Women Lead program is Australia’s regional investment to advance gender equality in the Pacific over the next five years. The program will support Australia and the Pacific to work in partnership to strengthen regional gender equality efforts, building on a long history of engagement on gender equality.

Pacific Women Lead will support Pacific-led approaches and prioritise Pacific voices and ownership, through the program’s Governance Board and strategic partnerships with Pacific organisations, including the Pacific Community (SPC), Pacific Women’s funds and an Enabling Contractor.

Under PWLES, the Enabling Contractor will establish and manage a Quality and Technical Assurance Group, deliver whole of program MEL, provide general management, technical and strategic support to DFAT, provide partnership support, and manage some elements of ongoing programming. 

The Position

The Team Leader will be a key strategic and technical point-of-contact for DFAT and SPC. They are responsible for developing and maintaining strong relationships with key stakeholders across Pacific Women Lead, demonstrating strong technical leadership, and ensuring overall delivery of the enabling services for Pacific Women Lead. The Team Leader will navigate a complex operational environment to identify and manage key risks associated with PWLES.

The Team Leader will oversee the provision of program management and technical advice, monitoring, evaluation and learning functions, and support services to SPC and Australian posts in Pacific island countries. They will be key to establishing and delivering an approach which is aligned with the principles of Pacific Women Lead and committed to amplifying Pacific women’s leadership, knowledge and expertise, within a delivery model which drives continual learning and knowledge sharing, and best practice approaches to locally led development and equitable partnership.

The Person

The ideal individual for this position will possess a relevant tertiary qualification and experience operating in the development context in the Pacific region, with a particular focus on gender and social inclusion. You will have strong political economy skills and be able to navigate complex political and cultural landscapes, including informal and civil society contexts, whilst also demonstrating ability to build, maintain and strengthen high-level stakeholder relationships. The ideal individual will have experience delivering excellent results in complex multisector and multi-country programs within developing contexts, providing strategic direction for diverse international and national teams.

We are seeking expressions of interest from individuals who have a demonstrated understanding of gender equality and social inclusion in diverse communities, and of Women’s movements in the Pacific. The ideal individual will have a strong commitment to driving local ownership and professional development, a passion for creating transformational change in collaboration and partnership with a variety of organisations and actors, and be an excellent communicator, written and oral. Experience working with DFAT and/or SPC is desirable.
