War Child Holland has been working in what is now South Sudan since 1998. The programme has been focused on the consequences of decades of conflict and its purpose is to ensure that children, youth, communities and government are able to promote awareness on child rights, protect children from abuse, exploitation and all forms of violation of their rights. War Child Holland in South Sudan has its country office in the capital Juba and filed offices in Bor in Jonglei State and Malakal in Upper Nile.

Your challenge

Capacity Building

  • Conduct Child Protection (CP) and Psychosocial Support (PSS) technical support needs assessment, in various field locations, for staff and partner organizations and prepare tailored capacity building plans;
  • Develop/adapt CP-PSS training manuals and guidance notes based on training assessments and the local context in the field and in the communities; 
  • Train and coach/mentor frontline staff carrying out CP and/or PSS services in communities across South Sudan. Primary target clientele are implementing partners under anticipated War Child’s agreement with UNICEF, and secondly War Child’s own staff, primarily in field locations;
  • Ensure that project staff, team members and/or partners—particularly those in the frontlines and in field locations--are knowledgeable and compliant with international standards such as the Core Humanitarian Standards, Minimum Standards in Child Protection, IASC Standard in MHPSS and Case Management etc.

Programme Planning, Design & Implementation

  • Implement and monitor child protection and psychosocial support in emergencies activities including community based child protection, case management, FTR, GBV prevention and response, psychosocial support through CFS, parenting and life skills sessions and reintegration of released children associated with armed forces/groups, etc in field-based locations
  • Assist, when requested, in development of programmes and/or project designs and plans related to child protection and psychosocial support services and other cross-cutting themes.
  • Advise and provide technical assistance in designing and implementing a monitoring, reporting and evaluation system that effectively collects and analyses data and information necessary for determining timeliness and effectiveness of child protection and psychosocial support activities, outputs and outcomes;
  • Contribute to the evidence-based monitoring and evaluation/assessment/reviews of projects and programs, including field-based data gathering and report writing.

Networking / representation

  • Represent War Child in content meetings and coordination platforms/forums on CP and PSS, as needed and requested.

You will report to the CP/PSS Specialist or his/her designate, and you are a member of the anticipated UNICEF funded Project Team, as well as the broader Programme Unit of War Child in South Sudan. You will be based in one of War Child’s field locations, and will be travelling extensively in other field locations to conduct training/coaching and will be hosted by partners. Your profile

  • Relevant academic background (Psychology, Social Sciences, Social Development or related field);
  • Minimum 5 years field experience in Child Protection and psychosocial intervention programs in post conflict situations with an (I)NGO;
  • Minimum 3 years’ experience with youth empowerment, participation, child development, child rights with an (I)NGO;
  • Minimum 3 years’ experience in capacity building/training, with coaching and supervision roles, including significant experience in training frontline local actors through local staff/interlocutor, in an environment with language barriers;
  • Knowledge of quantitative and qualitative monitoring & evaluation tools;
  • Strong skills in building/strengthening capacity of local actors including formal trainings,, coaching and supervision skills;
  • Strong problem solving skills and able to quickly identify needs/gaps and work towards solutions
  • Excellent interpersonal skills and able to work with a diverse group of people;
  • Strong stress management skills as evidenced by resiliency and ability to work under pressure and meet tight deadlines;
  • Strong communication skills, oral and written, as evidenced by quality of meetings, interactions and reports;
  • High security awareness and able to work in a dynamic, sometimes high risk, environments, and field-based locations with minimum supervision. Prior Hostile Environment Awareness Training, or similar training, preferred;
  • Fluency in English is a must.

Job Location: Bor, Malakal and Juba, Republic of South Sudan with 85% travelling to various locations within South Sudan
Contract: 10 months with the intention to prolong, depending on funding 
Starting date: September 2018, depending on funding

South Sudan is a non-family duty station. The expatriate is not allowed to bring children. The expatriate can bring a partner under the condition that he/she is employed or will be employed by a humanitarian organization.
