The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji.  The Facility also supports the Australia Awards and education programs in Tuvalu.  The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs.  In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.

As part of its portfolio of work, the Facility administers a fund to rapidly mobilise local and international experts to support the implementation of Fiji’s priority policies and reforms in agreed areas, including public sector performance, supporting Fiji’s stability, prosperity, and resilience to shocks.

The Position

The Fijian Government views an effective and accountable public sector as vital to its goal of a prosperous and stable country. To achieve this aim, an ongoing programme of change across all Government Ministries has been implemented, with the main aim being a high performing civil service, implementing Government priorities, responsive to and delivering quality services to the Public. All policy changes are now complete, with work moving to monitoring and measuring impact.

The programme of reform has introduced changes to the terms and conditions of civil servants, with a strong focus on performance and service delivery. Separate to these changes, the government is actively seeking to utilise technology through the Digital Fiji programme, focussing on efficient and effective delivery of services to the public. 

As part of this ongoing programme of change, the Ministry of Civil Service is looking to review and strengthen approaches to workforce planning and business process improvements across the Fijian Civil Service, with stronger links to identified skills gaps. Recent work has been conducted on the overall planning framework of the Civil Service on ensuring the links between Ministry, Department and individual planning and reporting, ensuring accountability and transparency with the clear links from planning through to budget. Recently, support has also been provided to assist Ministries to realign their Organisational Structures and individual roles, ensuring they contribute to the planned outcomes of the Ministry.

The Ministry of Civil Service is continuing to support all Ministries to fully implement these changes. Anticipated outcomes are clearly identifiable links between comprehensive Strategic Workforce plans and workforce gaps.

The Business Process Analyst draws inferences from business process details and links these inferences to the big picture in Government by considering business objectives in identifying process improvements. In terms of data analytics, the position will require that an incumbent can structure large amounts of data and processes into useable information within a process improvement framework.

The Person

The ideal candidate will have strong skills in project planning and implementation, including information gathering, data modelling and providing credible information for detailed analysis and forecasting for decision making. The candidate will have strong experience and knowledge in business process mapping, tagging of processes, developing flow charts and multiple activity charts with the ability to provide solution options preferably in a public sector agency setting. In addition, the candidate will have demonstrated experience in scoping works relating to workforce development. We seek a highly motivated individual with strong interpersonal skills and the proven ability to quickly build and maintain strong relationships with people from varying backgrounds, levels and experience.

This is a locally engaged position. The role is open to Fijian citizens and current residents of Fiji, and the salary offered does not include international allowances.
