The Program

The Australian Government has established the Fiji Program Support Facility (the Facility) to implement its education, health and scholarship aid programs in Fiji and its scholarship program in Tuvalu. The Facility will also support the delivery of Australia’s emergency response efforts following natural disasters, and governance sector support when requested by the Fiji Government.

Support to Fiji’s health sector is one of several key components in the Facility. The focus of the support is on strengthening health service delivery (e.g. maternal services) as well as health systems strengthening (e.g. planning, financial management, workforce development and information).
The Position

CSOs are often in a unique position to help the Ministry of Health and Medical Services (MoHMS) reach its strategic goals. The overall goal of this CSO engagement project is to identify and strengthen ways the MoHMS and CSOs can work together for the mutual benefit of both organisations. 

The CSO Engagement Strategy Adviser will work closely with stakeholders in the MoHMS and Civil Society Organisations in the health sector in Fiji to review and analyse how these organisations are currently partnering, contracting with each other and collaborating. The adviser will then facilitate the development of a CSO Engagement Strategy for the MoHMS and CSOs to identify ways to further strengthen relationships, contractual arrangements and opportunities to build on the contribution CSOs already make towards Fiji’s health sector.

The Person
The ideal candidate will be degree qualified in Health Management, Strategy or Policy, Community Development or a related field. They will demonstrate practical experience in the health sector at a national or district level with a strong understanding of civil society organisations and strategic approaches for engagement. Senior experience in program management, including contract frameworks or preparing partnership agreements and in monitoring and evaluation will be required, as with experience in gender equality and social inclusion. Excellent facilitation skills in working with multiple stakeholders, particularly CSOs and government organisations. Previous experience working in Fiji or another developing country context is highly desirable.
